Still, critics will claim that the villains are just as important, if not more so. Dragon Ball Super Manga Strongest Villains!!
Frieza
Even though transformations are commonplace now, seeing Frieza go through the motions in the Frieza Saga was something to witness. The announcement of each new form threw viewers’ imaginations into overdrive, although his ultimate guise is likely the least menacing.
You can’t help but be astonished by how nasty he is as you watch him and Goku battle while Namek crumbles in on itself. Even though it’s obvious, he can’t beat Goku. He won’t accept defeat from a lesser entity without a fight.
Super seems to be positioning the character to replace Vegeta with his new golden form. However, whatever happens, after the player leaves, Namek probably won’t live up to the experience. So far as I can tell, anyway.
The legendary Super Saiyan Broly is one of the Dragon Ball Super manga strongest villains
The fan-favorite character Broly, who was the focus of three films in the original Dragon Ball Z, has been fully included in the canon of the sequel series Dragon Ball Super.
The Legendary Super Saiyan, Broly, has a stout build that makes him look like he would be more at home in Fist of the North Star than Dragon Ball. Although the events of Dragon Ball Super: Broly is briefly addressed, the Saiyan’s strength is unaffected in the manga.
Because of Broly’s power, Goku and Vegeta transform into Super Saiyan Blue Gogeta, but even they have trouble keeping up with Broly. Even Golden Frieza is intimidated by this guy to an extreme degree.

But unlike most villains, Cell is extremely bright, and he utilizes this to his advantage by tricking Vegeta into giving him 18 to absorb.
His humor and intelligence shone through in his cutting comebacks, adding dimension to the fierce combatant. Although unexpected, most Dragon Ball Super: Super Hero viewers were happy to see him return.

Dragon Ball Super introduces a multiverse, allowing a wide variety of storylines to develop. However, the fact that more Saiyans exist in Universe 6 is fascinating.
The strength of Kale and Caulifla is enhanced when they join together to become Kefla. This improved, fused Super Saiyan warrior is now one of the most lethal competitors in the Tournament of Power. As Kefla has no trouble defeating Goku and Vegeta, she is clearly at a very high level of power.
Humanoid robots(The Androids)
Few people could have foreseen how the preceding arc would turn out when Future Trunks showed up to warn the Z group about the arrival of two murderous androids. It seems at first that his warning has worked, but it is eventually revealed that the two androids that have been causing Goku and his comrades so much grief up to this point are simply the beginning of Gero’s nefarious plan.
Once Androids 16, 17, and 18 show up there, it’s evident that they’re significantly stronger than their forebears, and some epic conflicts break out. The Androids’ enchantment stems from their formidable abilities and the extraordinary quality of their personalities. Because of how different they are from the series’ other villains, their apathy about the world around them adds much depth to the show. Android 13 is surprisingly powerful and can keep up with Super Saiyan Goku, despite being one of the weaker villains on this list.
In its most basic form, his S.S. Deadly Bomber strike is powerful enough to destroy half of Earth. He is a formidable antagonist in Dragon Ball Z, with a power level of 300,000,000.
Jiren, representing Universe 11, is Goku’s primary adversary in the Tournament of Power
In the Tournament of Power, few competitors from other universes genuinely threaten to upset the favorites from Universe 7. Jiren, a Pride Trooper from Universe 11, stands out as the one exception; he meditates most of the competition and eventually emerges with unrivaled power.
In their first encounter, Goku and Jiren both enter Ultra Instinct, but the Saiyan still needs his allies to win. Jiren has returned most prominently in the promotional animation for Super Dragon Ball Heroes. Still, whenever he reappears in the manga, he will have undoubtedly ascended to even more lethal heights of power.
Beerus
The fact that Beerus is introduced as a God of Destruction immediately makes him an interesting character. His lust for destruction and casual approach to tasks makes him a dangerous villain, but his lust for Bulma’s sweets more than makes up for it.
However, Beerus isn’t as criminal as the likes of Frieza and Cell, his tremendous power more than makes up for his lack of bad character. He certainly lived up to that promise once Dragon Ball Super got rolling.
By encouraging Goku to achieve both the Super Saiyan God and Super Saiyan Blue forms, he ensured that the new series would begin with the kind of bang that Dragon Ball’s loyal audience has grown to anticipate.
